Evolve Housing, in partnership with Housing Australia and developer JSM Holdings NSW Pty Ltd, has announced a new residential development in Blacktown funded through the Housing Australia Future Fund.

The six-storey development in Sydney’s west will deliver 58 new homes, including 15 social housing and 43 affordable homes, helping to meet the growing demand for secure, high-quality housing for people on low to moderate incomes.

Located in the heart of Blacktown, the development will place future residents close to the services, jobs and connections that support everyday life. The site is within walking distance of Blacktown CBD and Blacktown Train Station, providing direct access to Parramatta, Penrith and Sydney CBD. Blacktown Hospital, major retail areas and nearby industrial and commercial precincts are also close by, giving residents easy access to healthcare and a wide range of employment opportunities.

This strong connection to transport, services and jobs will help residents stay connected to work, education, family and community, supporting long term stability and wellbeing.

The Blacktown development is one of 10 projects funded under Round 1 of the Housing Australia Future Fund for Evolve Housing. Through funding round 1, Evolve Housing will deliver more than 1,000 new social and affordable homes across New South Wales and Victoria.

Construction is scheduled for completion in mid-2027.

Evolve Housing Group CEO Lyall Gorman said the project highlights the importance of strong partnerships in delivering lasting housing outcomes.

“At Evolve Housing, we believe everyone deserves a safe and secure home, and this development will provide that opportunity for future residents in a growing and well-connected part of Sydney,” Mr Gorman said.

“The Housing Australia Future Fund has been critical in making projects like this possible. We are proud to be working alongside Housing Australia and JSM Holdings to deliver more homes in communities where people can access jobs, services and support.”

Housing Australia CEO Scott Langford said the project highlights the important role of the HAFF in supporting more housing in the places people choose to live.

“Through the Housing Australia Future Fund, we are supporting the delivery of more well-located homes  close to transport, services and employment – fostering stronger and more sustainable communities,” Mr Langford said.

“We are pleased to support Evolve Housing and JSM Holdings on a project that will deliver tangible, long-term benefits for the Blacktown community.”

JSM Holdings NSW Managing Director John Ibrahim said the project reflects the company’s values as a family run business.

“We are proud to partner with Evolve Housing and Housing Australia on a project that is focused on people and community,” Mr Ibrahim said.

“Quality is at the heart of what we do, and this development is about delivering well built homes where people can feel safe, comfortable and proud to live. We are pleased to be contributing to meaningful housing outcomes for the Blacktown community.”
