Evolve Housing announces changes to its Board and governance structure
Evolve Housing is delighted to announce recent changes to its Board and governance structure, as part of ongoing measures to support the organisation’s growth and development.
Joining our Board effective 18 April will be Mr Tim Spencer, who has over 25 years of experience in the development industry, spanning all sectors of residential, commercial, retail, retirement and infrastructure.
Mr Chris Eccles AO, who will commence as Deputy Chair and has been a member of the Board since November 2023 and the Evolve Housing Vic Limited (EHVL) Board for over 2 years.
Chris Eccles has a wealth of knowledge relevant to community housing, bringing a highly regarded public sector background through multiple leadership positions in the public and private sectors in NSW, Victoria, ACT and South Australia.
Evolve Housing will also see the departure of two current Board members who we thank for their invaluable contribution to the Evolve Housing Board, Nareen Young and Alan Zammit.
Nareen Young who joined our Board in 2021 is one of Australia’s leading workplace diversity practitioners and we thank her for her time and contribution to our Board.
We also extend our thanks to Alan Zammit, one of our longest standing Board members with an executive career spanning over 50 years. Alan has been an invaluable asset to our Board since 2009. For over 15 years, Alan has made an enormous contribution to Evolve Housing, leveraging his knowledge, influence and experience to propel Evolve Housing’s success and growth as a leading Community Housing Provider. We thank him for his service.
Commenting on the appointments, Evolve Housing Chairman Paul Howlett said:

Our newly appointed Director Tim, and deputy-chair Chris, will bring with them a wealth of knowledge and skills that will complement the current outstanding skillset of our Board and prepare the organisation as it continues on its growth trajectory,” Mr Howlett said.
“I also extend a personal thanks to Nareen and Alan who have stepped down in their director roles and thank them for their longstanding support and contribution to our business.”

Tim Spencer – Director, Evolve Housing Limited
Tim is an experienced executive, leading the Mulpha Development team to deliver world-leading master planned communities. His property experience was founded in Tier 1 construction-development delivery and urban planning. Tim has worked in private and public enterprises delivering the full spectrum of property from residential, commercial, industrial, retail, infrastructure and retirement.
Chris Eccles AO – Deputy Chair, Evolve Housing Limited
Chris has worked in a variety of government and private sector senior management positions. Most recently, between 2009 and 2020 Chris headed up the Departments of Premier and Cabinet in South Australia, New South Wales and Victoria. In 2017 Chris was made an Officer of the Order of Australia for distinguished service to public administration, to innovative policy development and sound governance, and to the delivery of reform in the areas of training, education and disability.
